Skot is the youngest member of the Newbegin city council, and its most recent addition. His father and grandfather, both Artisians, also sat on the council before him. The family's secret knowledge, which has granted them such long-lived privilege in the city, concerns plumbing and effluent management - in other words, sewage.

Skot's grandfather, called Skotte, laid the foundations for a sewage system in Newbegin. Using Skotte's plans, his son Dee built the system after the old man's death, and named his only son in Skotte's memory. Skot assisted his father with the final stages of construction once he was old enough.

Dee died recently. As the sole heir to a family line that has made a direct and palpable contribution to the city's wealth and modernity, Skot's ascendance to the council in his place was never in doubt. Skot is now the only Artisian in the city who fully understands the workings of Newbegin's sewage and water plumbing system, and will remain so until he has a child to whom he can teach the family secrets.

This is a big problem, because Skot harbours a secret that could see him thrown off the council altogether - he is homosexual. Only one other man knows the truth... but that man is Dexus, the Watchman. Now that Skot is a full council member, Dexus intends to apply this leverage as much as possible.

But even his sexual preference is nothing compared to Skot's second secret, one that could see him enslaved or even executed. Unknown to the rest of the council, unknown to Dexus, even to his own mother... Skot is a Sunner. It's a calling that will bring him more trouble and heartache than he could ever imagine...
